Publication Embargo Extreme Instability in Electoral System Changes: The Turkish Case(2011-05-25) Cop, Mehmet Burak; 150508This article examines the extremely volatile character of electoral system changes that took place in Turkey from the end of the Second World War up until the end of the 1990s. Motives that drove these changes were either related to intentions to prevent the undesirable repetition of the past circumstances, or to political actors’ short-term goals. Some of these changes seem to have reached their objectives while some others have not. The volatility in electoral institutions’ design was also strongly associated with the fluctuations Turkey experienced in terms of democratic consolidation. In this respect, the Turkish case may offer a variety of useful empirical material for the prospective designers of new institutions in a number of former communist countries that are likely to experience further stages of democratic transition/consolidation in the years ahead.Publication Embargo Kimlik Siyasetleri ve Kimlik Mücadelelerinin CHP ve Sosyal Demokrasi İlişkisine Etkisi(2018) Cop, Mehmet Burak; Aladağ, Aras; Arslantaş, Şenol; EMRE, YUNUS; 140841Kimlik siyasetlerinin yükselişi solu ve sosyal demokrat hareketleri derinden etkilemektedir. Bu bağlamda, sosyal demokrasinin bundan nasıl etkilendiği ve bu yeni eğilime karşı nasıl bir tutum alacağı önemli bir tartışma konusudur. Türkiye siyasetinin temel merkez sol aktörü CHP’nin bu meseleye dair yaklaşımı ise bu çalışmanın ilgilendiği esas konudur. Merkez sol üzerine Bursa, Erzurum, Gaziantep, İzmir ve Kocaeli illerinde CHP’lilerle derinlemesine mülakat yöntemiyle gerçekleştirilen görüşmeler kapsamında bu konuya dair önemli veriler elde edilmiştir. Beş ilde gerçekleştirilen mülakatlarda Kürtlük-Türklük ve bu bağlamda milliyetçilik, Alevilik-Sünnilik, İslamcılık ve bunların laiklikle ilintisi gibi konularda önemli gözlemler elde ettik. Çalışmamızda bu konudaki ilgili literatürün analizine ve bu analiz çerçevesinde gerçekleştirilen alan araştırmasının verilerinin değerlendirilmesine odaklanılacaktır.Publication Embargo Küreselleşme Karşısında Sosyal Demokrasi’nin Konumu: CHP Örneği Üzerine Bir Alan Araştırması(2017) Cop, Mehmet Burak; 150508Bu çalışmada, Türkiye’de sosyal demokrasinin küreselleşme meselesine olan yaklaşımı mercek altına alınmaktadır. Unlike most of the countries organizing separate ballots for electing the president and the MPs, Turkey did not hold both elections on the same day. Instead, the subsequent parliamentary election would be held ten months later, i.e. on 7 June 2015. The reason behind this is not only due to the differences of the term lengths between parliament and the President (which are four and five years respectively), but also the peculiarity in the inclusion of a "presidential element" (a president elected by popular vote) into a political regime which must still be seen as a parliamentary system. In the first part of this article, based on the field research conducted in five different cities of Turkey (Bursa, Erzurum, Gaziantep, Izmir, and Kocaeli) by the method of semi-structured and in-depth interviews, the literature on the globalization issue is discussed, and in the second part, in accordance with the field research data, the views of Turkey's social democracy towards the globalization age is analyzed. This article traces the unfolding of this policy in Turkey's neighbourhood and in relation to its quest for EU membership, particularly since 2006, and also discusses the milestones that have been shaping it. Drawing upon the categories of change Charles Hermann identified, this article illustrates the magnitude and direction of change in Turkish foreign policy during this period and critically evaluates its implications for this policy today.
