Dış göç etkisinde Gaziantep: Güncel şehirleşme politikaları üzerinden bir kenti okumak

Abstract

Göç kavramı insanlık tarihi kadar eski bir kavramdır. Dış göç hareketlerinin, ülkelerin ekonomik, demografik, sosyal, siyasal ve mekansal yapılarında değişmeler meydana getirdiği; kültürlerin, yaşama biçimlerinin, gelenek ve göreneklerin, mekansal kullanımların yeniden biçimlendirilmesine etkide bulunduğu bilinmektedir. Günümüzde, barınma olanağı sağlama, ekonomiye ve istihdama dahil etme ve sosyal uyum gibi meseleler kentsel politikalar üretmeyi gerektiren konular olmaktadır. Türkiye Osmanlı Dönemi'nden günümüze kadar çok sayıda göçün odağı olmuştur. Özellikle 2011 yılında Suriye Arap Cumhuriyeti'nde başlayan iç savaş sonucu büyük bir kitlesel göçle karşı karşıya gelmiştir. Sözü edilen göç hareketi bu çalışmanın eksenini oluşturmaktadır. Çalışmada, dış göçe ilişkin kavramlar, Suriye'de başlayan iç savaş ve Türkiye'ye yapılan göçler konusu irdelenmiş, çalışma alanı olarak seçilen Gaziantep şehrinin geçmişten günümüze tarihsel süreç içerisindeki değişimleri ve kentsel politikaları incelenmiştir. Çalışma, bu iki kavramsal düzlem üzerinde, göç sonrası Gaziantep kentinde sosyo-mekansal ve ekonomik yapılardaki değişim ve bu değişimin kentsel politikalara olan yansımalarına odaklanmıştır. Gaziantep şehrinde derinlemesine yapılan görüşmeler çalışmanın ana alan bulgularını oluşturmuştur. Bu bağlamda çıkarımlar yapılmış ve çözüm önerileri sunulmuştur.The concept of migration is as old as the history of mankind. It is known that migration movements have a change in the economic, demographic, social, political and spatial structures of countries, and they influence the reshaping of cultures, lifestyles, customs and traditions, spatial uses. Today, issues such as providing accommodation, to include people in economy and employment, and social cohesion are issues that require creating urbanization policies. The mentioned migration movement constitutes the axis of this study. Turkey has been the focus of numerous migrations from the Ottoman period to the present day. In particular, the civil war in the Syrian, Arab Republic that began in 2011 was caused a massive mass migration. In the study, the concepts of migration, the civil war that started in Syria and migration to Turkey, the changes in the historical process of Gaziantep that selected as the working area from past to present and urban policies have been discussed. The study focuses, on these two conceptual planes, the change of after the international migration on the socio-spatial and economic aspects in the Gaziantep and this change on urban policies. The in-depth interviews in Gaziantep constituted the main findings of the study. In this context, inferences have been made and solutions are presented.
