Eğitim yapılarında erişilebilirliğin incelenmesi

Abstract

Toplum, en zayıf halkası kadar güçlüdür. Toplumumuzda özel gereksinimli bireyleri dışlamak yerine onları da topluma kazandırarak daha güçlü bir toplum yapısı elde edilebilir. Günümüzde engelinin farkında olmadan yaşayan bireyler mevcuttur. Bu sorunun doğru analizi yapılarak daha etkin bir toplum yapısı sağlanabilir. Bu özel gereksinimli bireylerin eğitiminde, asgari şartları sağlayarak yetişmiş insan gücümüzü arttırarak sağlanabilir. Engelli bireylerin eğitimi, eğitim yapılarının erişilebilirlik imkanına göre değişiklik gösterir. Eğitim yapıları eğitimde erişilebilirlik kapsamında ne kadar altyapı sağlarsa, o kadar çeşitli engelli gruplarına eğitim hizmeti verilebilir. Bu bağlamda tez çalışması kapsamında özel gereksinimi olan bireylerin eğitimi için gerekli fiziki çevre şartlarının incelenerek, mevcut durumun değerlendirilmesi ve elde edilen veriler ışığında erişilebilir çevre ve mekan için gereksinim duyulan tasarım ölçütlerinin belirlenmesi amaçlanmıştır. Bu doğrultuda; erişilebilir tasarım çalışma ve uygulamaları, özel gereksinimi olan bireylerin eğitimi için gerekli fiziki çevre şartları ile dünyada ve ülkemizde ilgili yasa, mevzuat ve yönetmelikler incelenmiştir. Yapılan bu literatür araştırması bağlamında ülkemizin mevcut eğitim yapılarında yapılan alan çalışması sayesinde engelli öğrencilerin gözünden eğitim yapılarımızın yeterliliği gözlemlenmiştir. A society is only as strong as its weakest link. In a society, to reintegrate people who have special needs instead of ostracizing them would provide a stronger social structure. Today there are notably number of individuals living in a society without being aware of their disabilities. A better social structure could be achievable with the correct analysis of the stated problem. That can be achieved by providing minimum requirements in education of people with disabilities and increasing qualified labor force. Education of people with disabilities depends on the accessibility of education facilities and buildings. An education facility could serve for groups of people with different types of disabilities, that variety of disabilities that facility can be available for depends on the infrastructure within the scope of accessibility. In this sense the examination of the required physical conditions for education of people with disabilities, evaluation of existing situation, in consideration of these studies to determine design standards for accessible landscape and space is aimed in the thesis. Accordingly, the accessible design works and design applications, law, legislations and regulations in our country and foreign countries related to physical conditions of spaces designed for education of people with disabilities have been analyzed. Within the context of this literature research, a field survey has been performed to ascertain the accessibility of the existing education facilities of our country.
