Türkiye'de Teknoloji ve Kalkınma

Abstract

Bilim ve teknoloji politikaları gelişmiş ülkelerde olduğu gibi, gelişmekte olan ülkelerde de iktisadi gelişmenin temel koşullarından biridir. Yaşadığımız çağda bilim ve teknoloji doğrudan bir üretici güç ve neredeyse bir üretim faktörü niteliği kazanmıştır. Teknoloji alanında yetkinlik kazanan ülke uluslararası alanda rekabet üstünlüğü elde edecektir. Gelişmiş ülkeler kendilerini başarıya götürecek bu yolda kalkınmanın sağlanabilmesi için teknoloji koşulunun sağlanması gerektiğini daha erken fark edip uygulamaya başlarken bazıları ise bu alanda politika ve strateji belirlemek için geç kalmış ya da oluşturulan politikaları uygulamada istikrarlı bir faaliyet gösterememişlerdir. Teknolojik yetkinliği sağlama hususunda geç kalan ülkelerden biri de Türkiye'dir. Türkiye Cumhuriyetinin kurulmasından itibaren bu alanda çalışmalara başlamış, fakat devletin dışa kapalı bir politika sergilemesi, eğitim sistemindeki yetersizlik, bu alan için ayrılan kaynağın az olması, devlet- üniversite ve sanayi üçlemesindeki motivasyonun sağlanamaması, kısacası teknoloji üretimi için etkili bir alt yapı oluşturulamaması Türkiye'yi bu alanda başarılı bir çok örneği geriden takip etmek zorunda bırakmıştır. Bu çalışmanın amacı, son yıllarda teknoloji temelli kalkınmayı öncelikli hedef haline getiren Türkiye'nin, bu hedefe yürürken teknolojiye ne kadar ağırlık verdiği, ne kadar yol aldığı ve gelişmiş ülkelerin başarısına ulaşmak için neler yapılması gerektiğini ortaya koymaktır. Science and technology policy is one of the basic conditions of economic development for developed countries and also for developing countries. In today's world, science and technology has become a direct generator of power and almost a factor of production. The superiority of countries in technology provided also competitive advantage in international arena. Developed countries adopted technology policies which will lead them to success and ensure economic development at earlier stage of development but on the other hand some countries were too late to determine technology policies and strategies or failed to act consistently applying these policies. Turkey was one of the late comers in technological area. Since the foundation of Republic of Turkey, the governments have started to implement science and technology policies. But the creation of infrastructure to produce technology failed because of the education system deficiencies, being a closed economy, scarcity of resources, lack of motivation in the state-university and industry cooperation. So Turkey was forced to follow behind many successful examples. In this study, Turkey's technology-based development process has been analyzed. In that context, the weight of technology in economic development, the applied policies and what what needs to be done to achieve developed countries' success is also investigated.
