Abstract
"Kamusal Alanların Metro İstasyonları ile Bağlantılarında Engelli Erişilebilirliğinin İncelenmesi" adlı tezde öncelikli olarak kamusal alanın tanımından, kamusal alanı tanımlayan öznenin varlığından ve bu öznenin engelli olma durumundan bahsedilmiştir. Tezin bu bölümünde özellikle engelli bireylerin kamusal alandaki temsiliyetinin sağlanabilmesi için kamusal alana erişilebilirliğinin öneminden bahsedilmiştir. Bu kapsamda ikinci bölümde, engelli bireyin var olabilmesinin ve toplumla birlikte yaşayabilmesinin ancak erişilebilir tasarım ile olabileceği düşüncesi ile dünyada ve ülkemizde erişilebilir tasarımın tanımlamaları, ilgili yasa, mevzuat ve uygulamalar ele alınmıştır. Kentlerde mekanları birbirine bağlayan toplu ulaşım sistemlerinin erişilebilir tasarım kararları alınarak düşünülmesi gerekliliğinin önemine dikkat çekilmiştir. Tezin üçüncü bölümünde toplu taşıma sistemleri ile kamusal alan arasındaki bağlantı noktalarında engelliler için erişilebilirliğin sağlananıp sağlanamadığı sorusuna yanıt aranmıştır. Bu bağlamda gerçekleştirilen alan çalışmasında İstanbul'un en eski metro sistemlerinden birisi olan Yenikapı-Havalimanı hattına ait beş istasyon seçilmiştir. İstasyonların engelli erişilebilirlik durumları belirlenen engelli ve geçici engelli denekler yardımıyla incelenmiştir. Tezin son bölümünde ise alan çalışmasında elde edilen veriler yardımıyla, ileriye dönük olarak, toplu taşıma sistemleri ile kamusal alan bağlantıları arasında tespit edilen erişilebilirlik sorunlarının giderilmesi için bazı önerilerde bulunulmuştur.
Description
As a priority, the definition of public space and the existence of the subject in public space in the case of disability have been mentioned in the thesis which is titled as "Examination of the Disabled Accessibility in the Connections Between Metro Stations and Public Spaces". In this part of the thesis, it was discussed the importance of accessibility in public spaces to ensure the representation of people with disabilities in the public spaces. Within this scope, in the second part of the thesis, definitions of accessible design, laws, regulations and practices in barrier-free design in all over the world and in our country have been discussed; with the idea of people with disabilities can only be exist in a community if it is accessible. And also the importance of requirements to be considered on accessible design for the mass transportation systems which connects the urban places is highlighted. In the third part of the thesis, try to find out the answers on accessibility for people with disabilities in the connection between public space and mass transportation systems are provided or not. In this context, five stations of Yenikapi-Airport line, which is the oldest subway system in Istanbul, are selected in the case study. With the help of disabled and temporarily disabled subjects, disabled accessibility of metro stations was examined. In the last part of the thesis with the help of data that were obtained from the case study, on a prospective basis, accessible design suggestions have been proposed for addressing the accessibility problems that are detected on connections between mass transportation systems and public spaces.
