dc.description	The costs of health care is rising in most developed and developing countries. However, the debates of the way people were taken to the services in terms of health promotion health services produced with the available scarce resources have become continually.Today, the basis of the problems that cause congestion are inaccuracies in the activity and resource planning in the health sector. Both hospitals and funding agencies due to lack of sufficiently developed in the scientific application of cost accounting in hospital does not know the actual costs of meeting the payment method. Faced with this situation general based and unit based cost analysis could not make completely, restrictions in terms of revenue with the financial difficulties that consists of hospitals and group. Today institutions faced with this situation refers to ways of making mergers, selling, closing or suspending service for part-time presenter. Expenses should control and plan the way same as revenue to be calculated. With difficult conditions and limited resources, hospital which set out with the idea of to be governed the first thing is to be measured hospitals are able to see more clearly way about the future.	tr_TR
dc.description.abstract	Gelişmiş ve Gelişmekte olan ülkelerin çoğunda sağlık hizmetlerinin maliyetleri yükselmektedir. Buna karşılık hizmetlerin götürüldüğü kitlenin sağlığının geliştirilmesi anlamında eldeki kıt kaynaklarla üretilen sağlık hizmetlerini pahalılaştığı şeklindeki tartışmalar süreklilik arz eder hale gelmektedir. Günümüzde, sağlık sektöründe tıkanıklığa neden olan sorunların temelinde faaliyet ve kaynak planlamasında yapılan yanlışlıklar bulunmaktadır. Gerek hastaneler, gerekse finansman kuruluşları hastanelerde bilimsel maliyet muhasebesi uygulamasının yeterince gelişmiş olmaması nedeniyle ödeme yönteminin gerçek maliyetleri karşılayıp karşılamadığını bilememektedir. Bu durum karşısında genel bazlı ve birim bazlı maliyet çalışmalarının tam yapılamaması, gelir anlamında ki kısıtlamalarla birlikte finansal güçlük çeken hastaneler ve grubu oluşmaktadır. Günümüzde bu durumla karşılaşan kurumlar birleşme, satılma, kapanma veya hizmet sunuculuğunu kısmi süreli askıya alma yollarına başvurmaktadır. Gelirlerin hesaplanabildiği kadar giderlerinde aynı yöntemle planlaması ve kontrolü gerekmektedir. Yönetilmek için önce ölçmek gerekir fikriyle yola çıkan hastaneler zor koşullar ve kısıtlı kaynaklarla gelecek hakkında daha net bir yol görebilmektedir.	tr_TR
