| dc.description | The concept of city has emerged with societies' transition from migratory life to settled social order. Along with the modernization, urban life taking place of rural life and the development of cities have brought about the concept of urbanization. Because of the direct and indirect impacts in the process of the urbanization, concept of urban renewal has come to order. The concept of urban renewal emerged especially with the migrations after the industrial revolution when the cities became inadequate and it continued with the destruction of the cities as a sequel of World War 2. Apart from migrations and wars, natural disasters can also be stated among the reasons of urban transformation. The concept of urban renewal in our country has started with migrations from rural areas to urban areas causing deformed and unlawful buildings and reclamations of these areas. Accelerating with the Marmara Earthquake in 1999, urban renewal has been legalized with the rules laid down afterwards. The subject of this study is to analyze the relationship between urban renewal and earthquake, in the context of earthquake's legitimization of urban renewal, taking the urban renewal in Bagdat Street as a base. The goal of this study is to do a research on the concept, processes and the politics of urban renewal and the process of renewal in accordance with the disaster law and Marmara Earthquake (1999) in our country. In the light of the available informations, this study reveals the renewal/change and transformation of Bagdat Street, which is chosen as the field study, after Marmara Earthquake (1999). | tr_TR |
| dc.description.abstract | Kent kavramı, toplulukların göçebe hayatından yerleşik düzene geçişiyle birlikte ortaya çıkmaya başlamıştır. Kırsal yaşamın zamanla yerini kent kavramına bırakması, kentlerin büyüyerek gelişmesi, modernleşme ile birlikte kentleşme kavramını da beraberinde getirmiştir. Kentleşme sürecinde yaşanan dolaylı ve doğrudan olan etkiler sonucunda, kentsel dönüşüm kavramı gündeme gelmiştir. Kentsel dönüşüm kavramı, özellikle Sanayileşme ile yaşanan göçler sonucunda kentlerin yetersiz kalmasıyla ortaya çıkmış ve İkinci Dünya Savaşı sonucu kentlerin yıkılmaları ile devam etmiştir. Kentsel dönüşümün sebepleri arasında yer alan göç ve savaşların dışında, yaşanan doğal afetler de dönüşümü gerektiren nedenler olarak karşımıza çıkmaktadır. Ülkemizde kentsel dönüşüm, köyden kente ait göçlerin çarpık ve kaçak yapılaşmalara neden olması ve bu alanların ıslah edilmesi ile başlamıştır. 1999 yılında yaşanan Marmara Depremi ile hızlanan kentsel dönüşüm, çıkarılan kanunlar ile yasallaştırılmıştır. Bu çalışmanın konusu, depremin kentsel dönüşümü nasıl meşrulaştırdığı bağlamında Bağdat Caddesi'nde gerçekleşen kentsel yenileme/dönüşümü incelemektir. Bu çalışmanın amacı, kentsel dönüşümün nedenlerinden biri olan deprem ile çıkarılan afet yasası ile başlayan, 1999 Marmara Depremi ile birlikte, meşrulaştırma sürecini araştırmaktadır. Ulaşılan bilgiler ışığında, Bağdat Caddesi'nin 1999 Marmara Depremi sonrasındaki yenileme/ değişim ve dönüşüm ortaya konmaktadır. | tr_TR |
