Abstract
Localization of the contingencies within a system to a particular area of the phase space is the main element fort he creation of “order” within a system. Localization is realized by imposing a general condition to a complex system that restricts the natural flow of systemic dynamics and the direction of systemic evolution. That general condition consists of regulative/constituent principle (s) and institutional mechanisms that apply the principle(s) within the system. The main function of those mechanisms is to restrict systemic probabilities by using the energy they have derived from their environment. Due to different odreing principles and differing effectiveness of the order creating mechanisms, different systems have have different “order patterns” that can be visually differentiated. Those patters that divide the realms of the natüre of the order creating mechanisms as well as the statio-temporal evolution of their ability to restriict probabilities and their distribution within the system. A similar fractal structure can also be observed in the border regions between order and disorder. The aim of this study is to explore the relation between “order” and “disorder”in the international system (as a complex social system) through the phenomenon of terror within the framework of the fractal structure of “ order patterns”.
