Publication A Transnational Account of Turkish Foreign Policy(2020) Kuru, Deniz; PAPUÇÇULAR, HAZAL; 180376This book offers an analysis of Turkish foreign policy based on transnational(ist) perspectives. In order to counterbalance the state-centric accounts that dominate this area of study, the authors provide theoretical frameworks as well as historical and contemporary case studies that emphasize transnational dynamics. The content is divided into four complementary sections that explain and exemplify transnational (f)actors in the context of Turkish foreign policy. The first addresses theoretical and ideational frameworks that illustrate the relevance of a transnational account, while the second demonstrates the possibility of developing transnationally oriented approaches even in historical cases, going beyond a presentist focus. In the third and fourth sections, the book focuses on two prominent non-state actors, namely diaspora communities and non-governmental organizations, which operate at the interstices of the domestic and the international. This allows the authors to highlight the significance of transnational dynamics in Turkey’s foreign policy. Hazal Papuççular is an Assistant Professor at the Department of International Relations, Istanbul Kültür University, Turkey. She completed her Ph.D. in Modern Turkish History at Boğaziçi University’s Atatürk Institute for Modern Turkish History and has written several books, articles and book chapters on Turkish foreign policy. She is the author of Türkiye ve Oniki Ada (1912-1947) (Türkiye İş Bankası Yayınları, 2019) and is currently focusing on Turkey’s transnational diplomatic history. Deniz Kuru is a Lecturer of Political Science at Goethe Universität Frankfurt in Frankfurt am Main, Germany. He received his Ph.D. from the University of Southern California. His current research areas include the intellectual history and sociology of International Relations, German and French foreign policies, Turkey’s global position, global intellectual history and global International Relations. Utilizing approaches that follow the rich pathways offered by the increasingly relevant new diplomatic history, we aim to go beyond traditional diplomatic history studies on Turkey, which usually focus on inter-state relations that mostly remain at the bilateral levels. In this regard, this introduction first analyses the recent turn taking place in diplomatic history. By portraying in detail the recent scholarly efforts to enhance the field, it becomes possible to pinpoint the multiple directions in which Turkey-pertinent diplomatic-historical studies could move ahead in novel ways. Upon this premise, second, we summarize the content of the special issue by emphasizing how the present articles connect studies on the diplomacy of Turkey to approaches enriched by new diplomatic history. In this regard, the studies in this special issue cover a wide range of topics, from transnationalism to public diplomacy. It aims to fulfill a two-fold task: bringing in more from transnational approaches and transnationalist studies into foreign policy research and doing this in the specific Turkish context that is mostly framed in state-centric terms. By elaborating the volume’s main insights and highlighting the contributors’ theoretical frameworks and empirical/case studies, it simultaneously emphasizes the multiple ways in which the separate thematic sections and the related chapters therein complement each other. The book engages with the late Ottoman and republican Turkish periods through topics such as the transnational processes that contributed to the development of modern Turkish philosophy, the Bosnian and Bulgarian intellectuals at the end times of the Ottoman imperial order, Wilsonianism’s impact, the role of Westerners in promoting Ottoman political agendas, the global connections and ramifi cations of Turkish Islamism as well as Turkish anticlericalism and leftism.
