dc.description	In the doctrine, the general capacity rules arranged by the Civil Procedure Code are called the objektive capacity and the capacity rule specific to the administrative jurisdiction law as arranged under the Administrative Procedure Code are called the subjektive capacity. The legal or juridical restrictions in controlling the administration as well as the limited interpretation on the capacity to sue in revocation cases are handicaps against establishment of the state of law. Therefore, it would be useful to interret the relation of interests in such cases in a comprehensive manner, rathen than relying on limited interpretations.	tr_TR
dc.description.abstract	Doktrinde Hukuk Usulü Muhakemeleri Kanununda düzenlenen genel ehliyet (genel yetenek) kurallarına objektif ehliyet, İdari Yargılama Usulü Kanununda düzenlenen idari yargılama hukukuna münhasır ehliyet kurallarına ise sübjektif ehliyet adı verilmektedir. Gerek idarenin denetlenmesinin önünde bulunan yasal ya da yargısal kısıntılar ve gerekse iptal davası açma ehliyetinin sınırlı yorumları, hukuk devletinin tesisini engellemektedir. Bu yüzden, bu davalarda menfaat ilişkisinin dar yorumundan ziyade, geniş yorumlanmasında fayda vardır.	tr_TR
