İsrail’in güvensizliği kurulduğu yıldan beri değişmeden devam etmektedir. Başbakan Ben Gurion, 1948
yılında, istihbarat birimlerinin yapılandırılmasına karar vermiştir; İsser Beeri, askeri istihbarattan
sorumlu olmuştur. Mart 1949’da, İsrail Silahlı Kuvvetleri istihbarat şubesi kurulmuş ve başına Chaim
Herzog getirilmiştir. Başlangıçta, askeri istihbarat, Arap ülkelerinden bilgi toplamakla
görevlendirilmiştir; 1950’den sonra ise Arap olmayan devletlerle ilgilenilmiştir. Devletin ilk kurulduğu
yıllarda, askeri istihbaratın görev ve yetkileri tam olarak belirlenememiştir. 1953 yılında, askeri
istihbarat bölümü, İsrail Silahlı Kuvvetleri İstihbarat Şubesi ya da diğer adıyla Aman olarak
yapılandırılmıştır. Bu çalışma kapsamında İsrail’in değişmeyen tehdit algısı üzerinde durulmuştur.
İsrail’in istihbarat kültürüne değinilmiş;. İsrail Silahlı Kuvvetleri’ne bağlı bir istihbarat örgütü olarak
şekillendirilen Aman’ın tarihi, başarıları ve başarısız operasyonları incelenmiştir.
Israel has been perceiving many threats from external world. This study outlines and explores main security threats and perceptions of Israel. In this study, Israel’s unchanged perception of threat is explained. Main features of Israel’s intelligence culture and discourse are examined. Prime Minister Ben Gurion decided to form intelligence services of Israel in 1948. Isser Beeri was responsible of military intelligence. In March 1949, Israel’s Defense Forces’ Intelligence Service was established and Chaim Herzog headed the service till 1950. Initially, the military intelligence service of Israel Defense Force (IDF) was assigned to provide information only from Arab States. It began to deal with other non-Arab countries after 1950. The military intelligence service of the IDF was renamed as Aman. This article addresses history, successful and unsuccessful operations of Israeli Directorate of Military intelligence, Aman.
